This study aims to analyze the role and existence of women ulama’s da'wah within the perspective of the Kongres Ulama Perempuan Indonesia (KUPI) as an inclusive and justice-oriented religious movement. This research employs a qualitative approach using library research, along with content analysis of KUPI fatwa documents and related literature. The findings reveal that women ulama play a strategic role not only as transmitters of Islamic teachings but also as agents of social transformation who integrate Islamic values with the realities of society. The da'wah developed by KUPI is contextual, grounded in women’s experiences, and oriented toward public welfare (maslahah), as reflected in its fatwas on sexual violence, child marriage, and environmental destruction. Therefore, KUPI has successfully presented a model of Islamic da'wah that is more responsive, inclusive, and transformative in addressing contemporary social issues, while strengthening the role of women ulama in both religious and social spheres.
